The State of Washington’s tax of 34 cents/gallon is one of the highest in the United States. In addition to taxes, West Coast retail prices are more variable than others because there are relatively few supply sources: If more than one refinery in the region experiences technical problems simultaneously, the diesel supply may become very restricted and prices may rise sharply. The West Coast’s lack of proximity to Gulf Coast and foreign refineries are such key issues that any substantial increase in demand or impact on supply results in a large price fluctuation in the market before back up sources can be delivered. The farther away the necessary relief supplies are, the higher and longer the price spike will be.
